The Housing Ombudsman Service 2025
In 2025, we worked with the Housing Ombudsman Service to co-produce an internal human rights guide for their staff to use to inform their work.
In 2023 and 2024, we worked with the Housing Ombudsman Service to deliver human rights staff capacity workshops across the service. These workshops looked at the Human Rights Act 1998, and how staff can use it in their work when considering complaints about social housing landlords. We looked at key human rights that were relevant to the service, as well as case studies showing how human rights applies to the housing sector, and we shared tools, such as the FAIR model.

Impact of the Programme
The response to our human rights staff capacity building workshops with the Housing Ombudsman Service was overwhelmingly positive. We delivered human rights training to 297 staff members at the service. Participants said that “the training has given me a more in-depth knowledge of these rights as well as info on other rights I did not know about”, and “I know a lot more than I did before. [the] real-world examples really helped me to understand how people's rights are affected and how this applies to my casework.”

Why we made the guide
After the workshops, staff who attended wanted to learn more about human rights in their work to increase their confidence and to top up their knowledge. They shared ideas, including “Case examples, pulling off data from the case management system that could be used for this purpose, looking at possible standard paragraphs.” And “The more Examples the better, we can add to the Casework list”.
We took these suggestions and worked with the senior management team at the Housing Ombudsman Service to figure out how to build on the training we provided through the workshops, and in 2025, we worked with the Housing Ombudsman Service once again to co-produce an internal human rights guide for service staff to use every day in their work. The guide would address some of the participant feedback by providing case studies and practical tools that staff could use.
About the resource
This guide contains key information about the Human Rights Act 1998, including who has a legal duty to uphold human rights duties, and what that legal duty entails. It also includes case studies and examples showing how human rights applies to their work.
It has been designed so that staff at the Service have a practical tool they can refer to in their work to support them in raising or addressing human rights concerns within a complaints process. The guide was co-produced with service staff, who provided key information and provided feedback on the structure and contents. This guide is just one of many steps the service is taking to fulfil their legal duty to uphold human rights as a public authority.

We are excited to share that the resource is now complete and is currently being used by staff across the Housing Ombudsman Service so they can use the Human Rights Act 1998 in their work and decision making.
